Roe-rëca Fêqê (/ˈroe/ /ˈrëca/ [permanent] [gas]) is a subtropical Town located in the Ineg̈èsho Zone of the Union of Engineers.

The name Roe-rëca Fêqê is derived from the Iron Elvish language, as Roe-rëca Fêqê was founded by Aptenopia Èlegfê, who was culturaly Iron Elven.

Climate

Roe-rëca Fêqê has a yearly average temperature of 27°C (80°F), with its average temperature during the summer being a warm 29°C (84°F) and its average temperature during the winter being a pleasant 25°C (77°F). Roe-rëca Fêqê receives an average of 279 cm/y (109 in/y) of precipitation, most of which comes in the form of rain during the summer. Roe-rëca Fêqê covers an area of nearly 4 km2 (1 mi2), and an average elevation of 3524 m (11561 ft) above sea level.

Overview

Roe-rëca Fêqê was founded durring the late 18th century in early spring of the year 1684, by Aptenopia Èlegfê. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Aptenopia Èlegfê.

Roe-rëca Fêqê was built using the conventions of Iron Elven durring the late 18th century. Naturaly, all settlmentss have their own look to them, and Roe-rëca Fêqê is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Roe-rëca Fêqê is buildings are arranged arround a network of premissive flagstone streets which form a grid, where each square verries in size given the proximity of the paralell streets forming each section. The ocasional smaller square has been used to construct a park, plaza, and other communal structures. The town rests behind the absurdity that is a thick, timber braced, wall made of clay bricks. While visualy impressive and certainly an astetic, Roe-rëca Fêqê's wall provides no actual defence against siege equipment due to the choice of its cosntruction materials. Even nonexperts can tell the town is trying to impress rather than defend with its walls, towers, and gatehouses. Though admittedly, they do look nice... To primitive tribals who have never seen fortifications before. The town's political statment focused walls have recently undergone extensive repairs and renovations, such that the repairwork is imeadiently apparent and can be spotted due to the diffring ages of materials. One can't help but wonder what brought the need for those repairs to the town.

Roe-rëca Fêqê has the unmistakable air of a town on its last legs. Everything is a bit slipshod and ramshackle. Everyone is at work, or drinking. No one has anything in their eyes other than fear and despair. Whatever industry once fueled Roe-rëca Fêqê ’s existence has dried up and the town is drifting down the stream of history as it dries up.

Civic Infrastructure

Roe-rëca Fêqê has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Roe-rëca Fêqê.

Roe-rëca Fêqê has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Roe-rëca Fêqê has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Roe-rëca Fêqê's public wards, blessings, and other arcane systems.

Roe-rëca Fêqê possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Roe-rëca Fêqê's grid is powered by a god's will and kindness.

Roe-rëca Fêqê's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.

Roe-rëca Fêqê has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.

Roe-rëca Fêqê has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Cultural Notes

There’s more than one leader in Roe-rëca Fêqê, but at least some of them are at each other’s throats. It might be a conflict between formal leadership and informal authorities, or it could be a struggle among civil officials. Their interests might diverge sharply, or it could be a personal grudge that’s boiled over. Outside threats and internal problems are likely being ignored until the power struggle is resolved.

Roe-rëca Fêqê's chapel was built using a different architectural style from the rest of the town. The style used is characterized by dynamic designs and complex architectural plan forms; intended to heighten feelings of motion and sensuality, and frequently based on the oval. It made extensive and extreme use of: Grandeur, Contrast, Curves and twists, Rich surface treatments, Gilded statuary, Bright colors, Vividly painted ceilings, Fragmented or deliberately incomplete elements, Large-scale frescoes, Dramatic central projections on an external facade, the use of plaster, stucco, or marble finishing, Illusory effects such as trompe l’oeil, and pear-shaped domes. While beloved by the nobility, the common folk tended to despise the style due to the massive consumption of resources required for even a small building constructed in this style.

Due to the actions of local Kami, spring is recurring in Roe-rëca Fêqê.

The Magmin near Roe-rëca Fêqê are known to be quite timid.

Roe-rëca Fêqê's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves square dance to channel Necromancy energies of tier 3 via moments of science.

History

In time immemorial, reportedly some time during the early 2nd century, Roe-rëca Fêqê was attacked by soldiers from another nation, with orders to raid Roe-rëca Fêqê. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Roe-rëca Fêqê lost 271 people, 362 livestock, and 36 buildings. The conflict ended after roughly 56, when members of Roe-rëca Fêqê's militia enacted an operation to transport a specific artifact to a particular mine unharmed. The operation was complicated by aggravated civilians, who cause problems for the militia for a host of reasons. The conflict ended with an assault and siege on the mine, which ended in victory for Roe-rëca Fêqê's forces. The war is remembered in legend by Roe-rëca Fêqê's bards, historians, and legend keepers.

History
